My cousin and I want to go as Elphaba and Glinda from Wicked for halloween. I found a costume for Elphaba but she is having trouble finding a costume for Glinda that is not the dress from the Wizard of Oz. The Glinda costume we want are any of the ones that is worn in the musical.
If you are looking for her magnificent gown, I'd take a look at your local dress emporium and see if you can find an identical one, in which you could probably rent for a day.
If you want Galinda... or Glinda's school outfit, find a cute frilly hot pink dress (nothing too much) wear some pink heels, do your hair in curls, and pile on the makeup!
If you need her staff, get a PVC pipe, paint it silver with glitter, and add some ribbon, a star, or other objects to the top.
I d't think that Wicked has every released a Glinda dress as featured in the play. You'll have to improvise. Try to find a dress with a lot of glitter though.
For accessories, some pearl earrings and a simple necklace would work well. Even though she doesn't do it in the play, constantly chewing gum would enhance your bubbliness!

Take it to a tailor/ alterations person and ask them what they can and can't do and for how much. it may not be possible to make all the changes you want to make to the dress and it may be impossible to match the fabric. Plus alterations take a long time and if it doesn't come out as you envision it, there may not be time to find another dress.
Why not have an engagement party and wear the dress with just minor alterations to fit your body? you could add some vintage accessories and wear a funky jacket/sweater to cover the sleeves. It would be a great way to honor your grandmother. Do you have a picture of your grandmother in the dress? If so, display it at the party and make sure you take lots of pictures of yourself in the dress.
If you're worried about buying a dress, check around….there are places that will rent you a wedding dress .
